RUSSELL, KY — Stella Pennington, Morning Pointe of Russell resident, received a meaningful message by mail. The letter, from Kentucky State Senator Robin Webb, contained a certificate in honor of Pennington’s husband, Carl, who passed away on March 30. Carl was in the Navy during World War II, yet appreciation for his service continues to live on.
